Many people use electric transport for work, for others it is a great opportunity to take a walk, for someone it is a “last mile” transport . It is important that in the world practice, an electric scooter is also the safest form of transport. Safety is achieved by observing traffic rules. In Russia, scooters are equated with pedestrians, traffic rules are not regulated by law. The development of rules for the movement of electric scooters and other means of individual mobility (SIM) began in 2019. The Ministry of Transport and the State Duma have prepared a bill that is being actively discussed in the media. A new term appears – a means of individual mobility (SIM). SIM is divided into a device using an electric motor (electric scooters, electric skateboards, gyroscuters, monowheels, segways) and using muscular energy (rollers, scooters, skateboards).
Restrictions proposed by government agencies for electric scooters can be divided into groups:
1. Age and place of movement: up to 14 years of age, movement only in pedestrian zones.
2. Speed: up to 20 km/h in pedestrian zones, no more than 60 km/h on public roads.
3. The presence of reflectors and headlights.
